Amends Minnesota Statutes section 169A.53, subdivision 3, to include prescribed controlled substances in the scope of judicial review hearings for driver's license revocation.

Adds requirement that a person may prove as a defense that a controlled substance listed in Schedule I or II was dispensed according to the terms of a prescription issued for that person under sections 152.11 and 152.12.

Expands issue (8) in the hearing scope to require testing for presence of controlled substances other than marijuana or tetrahydrocannabinols, with an exception for lawfully prescribed medications.

Maintains existing hearing procedures including 60-day timeline for hearings, court recording requirements, and that the commissioner be represented by the attorney general or prosecuting authority.

Allows either party to appeal the reviewing court's decision under the Rules of Appellate Procedure and clarifies civil hearing findings cannot create estoppel in related criminal prosecutions.
