Appropriates unspecified general fund amount in fiscal year 2017 to the Board of Trustees of the Minnesota State Colleges and Universities for pilot programs promoting open textbook adoption on system campuses.

Pilot programs must focus on reviewing, creating, and promoting new or existing open textbooks while reducing student costs and meeting faculty academic needs.

Appropriates unspecified general fund amount in fiscal year 2017 to expand and promote the open textbook library to faculty across the state.

Requires the Board of Trustees to report by March 15, 2017 to legislative committees with higher education jurisdiction, including a summary of each pilot program and total expected student savings.
