Creates the Office of Inspector General as a division of the Department of Human Services to investigate fraud, abuse, and errors in health care and assistance programs.

Inspector General assumes responsibility for the Medicaid Agency Fraud Detection and Investigation Program under federal regulations (42 CFR Part 455).

Inspector General investigates alleged financial misconduct by providers and payment errors in the child care assistance program, and manages the Minnesota restricted recipient program.

Inspector General identifies and investigates fraud, theft, abuse, or errors by vendors or recipients of health services and imposes sanctions; prioritizes investigations based on vulnerability of persons served and public funds at risk.

Appropriates unspecified funding from the general fund in fiscal year 2017 to expand the Office of Inspector General's capacity to investigate and prevent fraud and financial abuse in public health care programs.
