Victims are not liable for examination costs and cannot be obligated to authorize insurance reimbursement; hospitals must inform victims of the county's payment responsibility.

Counties may seek reimbursement from a victim's insurer only with explicit written authorization obtained after the examination is completed, and must inform victims that authorization is optional.

Health care providers must generate examination reports documenting location information, evidence collected, and victim authorization for insurer billing while maintaining patient confidentiality.

County payment obligations apply regardless of whether the victim reports the offense to law enforcement or whether an investigation or prosecution occurs.
