Appropriates $4,985,000 from bond proceeds to the commissioner of transportation for a grant to the city of Rochester for improvements to the Rochester International Airport passenger terminal building.

Funding covers design, rehabilitation, demolition, and expansion of the passenger terminal to meet United States Customs and Border Protection and Transportation Security Administration standards for domestic and international flight operations.

Eligible work includes site preparation, relocation of ticket counters and baggage systems, renovation of public spaces and security areas, exterior utilities and infrastructure improvements, and construction of covered equipment storage.

Appropriation funds may be used as the local contribution required by Minnesota Statutes section 360.305, subdivision 4, but only becomes available once nonstate sources commit at least an equal amount to the project.

Commissioner of management and budget authorized to sell and issue state bonds up to $4,985,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.
