Requires owners or operators of athletic fields and playgrounds containing crumb rubber on municipal land to post a conspicuous sign with Minnesota Department of Health recommendations for safe use, including hand washing, clothing precautions, beverage containment, and heat illness awareness.

Establishes a moratorium prohibiting municipalities from constructing athletic fields or playgrounds containing crumb rubber until July 1, 2019.

Prohibits construction of athletic fields or playgrounds containing crumb rubber on land leased or owned by a municipality until July 1, 2019.

Requires the Department of Health to submit a report by January 1, 2019 to legislative committees summarizing and evaluating recent studies on environmental and human health effects of crumb rubber fields, including chemical releases, exposure pathways, and potential health risks.

Defines "crumb rubber" as rubber processed from waste tires into granules or larger pieces forming a nonuniform surface.
