Establishes a rebate program administered by the Department of Commerce in collaboration with a nonprofit entity to provide rebates for natural gas vehicles, vehicle conversions, and fueling station installation in Minnesota.

Provides rebates covering up to 50 percent of incremental costs: light-duty vehicles up to $5,000, medium-duty vehicles up to $8,000, heavy-duty vehicles up to $20,000, high-horsepower machines up to $50,000, and new fueling stations up to $400,000.

Limits rebates to one per resident household for passenger cars, and caps annual rebates per business entity or governmental unit at $100,000 for light-duty vehicles, $300,000 for medium-duty vehicles, and $500,000 for heavy-duty vehicles and high-horsepower machines combined.

Requires vehicles to be part of a fleet domiciled in or near Minnesota and operated predominantly in Minnesota, with conversions meeting Natural Fire Protection Association standards and performed by certified installers.

Appropriates $5,500,000 from the general fund for fiscal year 2017, with $3,500,000 for vehicle rebates and $2,000,000 for fueling station rebates, making funds available until expended.
