Appropriates $10,000,000 from the bond proceeds fund to the Metropolitan Council for grants to municipalities in the metropolitan area for wastewater collection system improvements to reduce inflow and infiltration.

Grants cover up to 50 percent of mitigation costs for publicly owned municipal wastewater collection systems.

Municipalities eligible for grants must be identified by the Council as contributors of excessive inflow and infiltration, or have measured flow rates within 20 percent of council-determined limits.

Council must award grants based on municipal applications that identify eligible capital costs and include construction timelines, following council-established guidelines.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $10,000,000 to fund the appropriation, effective the day following final enactment.
