Amends Minnesota Statutes section 116J.66 to establish a small business advocate office within the Business Assistance Center to provide one-stop access for small business licensing, regulatory compliance, and dispute resolution with state agencies.

Appropriates $115,000 from the general fund in fiscal year 2017 to the Office of the Legislative Auditor to establish a citizen advocate office providing assistance to citizens with licenses, regulatory requirements, and state agency disputes.

Reduces the general fund base appropriation to the Department of Employment and Economic Development by $115,000 in fiscal year 2017 to offset the new citizen advocate office funding.
