Authorizes the commissioner of vehicles to issue special law enforcement memorial license plates to registered owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational motor vehicles.

Requires applicants to pay an additional $10 fee per set of plates, standard registration taxes, and contribute $25 upon initial application plus a minimum of $5 annually to the Minnesota Law Enforcement Memorial Association.

Mandates plate design include a black line with a blue line of equal proportion above and below it, representing the "thin blue line."

Allows special plates to be transferred to another qualified vehicle owned by the same individual upon application and payment of a $5 transfer fee.

Becomes effective July 1, 2016, for special law enforcement memorial plates issued on or after that date; collected fees credited to the vehicle services operating account.
