Appropriates unspecified amount from general fund in fiscal year 2017 to Metropolitan Council for grants to four St. Paul east side district councils: District 1, District 2, District 4 Dayton's Bluff, and Payne-Phalen District 5.

Grant funds must support outreach, education, and engagement to minority communities about Rush Line corridor, Red Rock corridor, and Gateway Corridor Gold Line transit development.

Program targets Karen, Somali, Hispanic, and Hmong communities whose members live, work, or own businesses in the named districts.

Requires grantees to use 30 percent of grant money for ethnic radio programs and information dissemination through credible liaisons in oral-culture communities.

Appropriation remains available until expended.
