Establishes a rebuttable presumption that a parent with more than 55 percent court-ordered parenting time has a zero dollar basic support obligation, which can be overcome by showing significant income disparity, benefit or detriment to the child, or unjust results.

Replaces the previous 12 percent parenting expense adjustment with a new formula based on raising annual overnights to the power of three for each parent, allowing more nuanced calculation of child support obligations based on actual parenting time.

Clarifies that a modification of parenting time resulting in 45.1 to 54.9 percent parenting time is not considered a restriction of the other parent's parenting time.

Requires courts to determine "overnight equivalents" in addition to overnights when calculating parenting time percentages, accounting for significant daytime custody periods without overnight stays.

Makes all amendments effective August 1, 2017.
