S.F. No. 3144 - Youth Sports Concussions Study

• Commissioner of health shall study the incidence of brain injury in Minnesota youth sports and evaluate implementation of existing concussion statutes (121A.37 and 121A.38).

• Study must gather data on prevalence and causes of sports-related concussions, including training participation, concussion education, athlete removal from play, and return-to-play timelines across all regions of the state.

• Commissioner shall identify best practices for baseline concussion testing, postconcussion treatment, return-to-learn protocols, and develop recommendations for school-based concussion identification and response procedures.

• Study participation by schools, school districts, parents, athletes, and related organizations is voluntary with no new reporting requirements created.

• Commissioner shall submit study results and recommendations to legislative committees with jurisdiction over health and human services and education by June 15, 2017, funded by a onetime appropriation of $400,000 in fiscal year 2017.
