Enacts the Agreement Among the States to Elect the President by National Popular Vote into Minnesota law, allowing Minnesota to join other states in this interstate compact.

Requires each member state to conduct a statewide popular election for president and vice president, with the presidential slate winning the national popular vote receiving that state's electoral votes.

Agreement takes effect only when states cumulatively possessing a majority of electoral votes have enacted it in substantially the same form.

Allows member states to withdraw from the agreement at any time, except withdrawals occurring six months or less before the end of a president's term cannot take effect until the next president or vice president qualifies for office.

Agreement terminates if the electoral college is abolished; includes provisions for tie-breaking based on the largest popular vote total within each state and defines key terms such as "presidential slate," "chief election official," and "statewide popular election."
