• Establishes a youth-at-work grant program administered by the commissioner of employment and economic development to provide workforce development and training to economically disadvantaged or at-risk youth ages 14 to 24.

• Eligible organizations include local government units, nonprofit organizations, community action agencies, and public school districts.

• Prioritizes competitive grants to programs that provide information about high-growth occupations, serve youth from underrepresented communities of color, or serve youth with disabilities; requires at least 25 percent of grants to serve youth from communities of color in low-income areas.

• Allocates 70 percent of stability funding based on each service area's share of youth from communities of color and 30 percent based on share of economically disadvantaged youth to workforce investment boards or cities of the first class.

• Appropriates $10,000,000 in fiscal year 2017 for competitive grants and $2,000,000 for stability funding, with the stability funding amount continuing as the base for fiscal year 2018 and later.
