Appropriates $1,600,000 from the general fund in fiscal year 2017 to the commissioner of employment and economic development for a grant to the St. Paul YWCA.

Grant funds support a career pathways program targeted at low-income workers and workers from communities of color.

Funds must be used for comprehensive workforce development services including training, education, workforce readiness, job coaching, GED services, job placement, and postplacement support.

This is a one-time appropriation available until June 30, 2019.
