Establishes a siding production incentive program administered by the Commissioner of Agriculture, providing payments to eligible siding producers for ten years after production begins.

Requires eligible facilities to source at least 80 percent raw materials from Minnesota (or within 100 miles if sited within 50 miles of state border), begin production by June 30, 2025, and not begin operating before July 1, 2017.

Authorizes annual payments of a specified amount per 1,000 board feet of siding produced, with total payments capped at $4,000,000 per fiscal year and awarded on a first-come, first-served basis.

Requires forest resources from parcels larger than 160 acres to be certified by Forest Stewardship Council, Sustainable Forestry Initiative, or American Tree Farm System; smaller parcels require logger training and forest stewardship plans.

Provides sales tax exemption for building materials and supplies used to construct siding production facilities, with taxes collected and then refunded under existing refund procedures.
