Applies section 3.3005 to all federal money expenditures regardless of appropriation method, unless specifically excluded.

Modifies federal funds request procedures by changing "becomes available" to "is awarded" and clarifies state match requirements when awarded federal funds exceed budgeted amounts.

Establishes Legislative Advisory Commission review process for technology fund transfers to the information and telecommunications technology systems and services account, requiring 20-day review period before commissioner approval.

Allows unexpended technology fund transfers to lapse back to the originating fund four years after receipt if not spent or encumbered.

Requires chief information officer to report by September 15 of odd-numbered years on receipts credited to the technology account and current status of funded projects.
