Allows off-road vehicle registration exemption for vehicles operated with a valid state trail pass, effective January 1, 2017.

Creates a resident off-road vehicle state trail pass valid for 30 consecutive days after issuance, priced at $20.

Establishes nonresident off-road vehicle state trail pass fees of $20 for annual passes (valid January 1-December 31) and $30 for three-year passes.

Authorizes the Commissioner of Natural Resources to appoint agents to issue passes through the electronic licensing system with a $1 issuing fee per pass.

Directs collected fees (except issuing fees) to the off-road vehicle account in the natural resources fund for grants-in-aid to counties and municipalities for trail construction and maintenance.
