Establishes a 22-member School Resource Officers Task Force to identify, review, evaluate, and recommend standards and training requirements for school resource officers in Minnesota schools.

Task force membership includes representatives from law enforcement, education, disability rights, mental health, and four community groups appointed by the governor (Native American, African-American, Latino, and Asian-Pacific), plus three recent high school graduates from rural, suburban, and urban areas.

Task force must develop recommendations on increasing officer diversity to match student demographics, statewide standards for officer participation in student discipline, written operating protocols between schools and law enforcement, officer selection criteria, training protocols, and best practices.

Task force shall submit a written report to legislative committees with jurisdiction over public safety and K-12 education by February 1, 2017.

Task force sunsets on February 2, 2017, or the day after submitting its report, whichever is earlier.
