Allow voters to sign voter registration applications and voter signature certificates electronically on electronic rosters, with a printed copy generated to document the electronic signature.

Electronically signed voter registration applications and signature certificates must be retained pursuant to sections 204B.40 and 325L.12 (Minnesota's electronic records retention requirements).

Electronic rosters must provide a printed voter signature certificate containing the voter's name, address, date of birth, voter identification number, the required oath, and space for signature.

Election judges must count ballots by counting the number of original voter signature certificates or voter receipts.

Each precinct using electronic rosters must have a secretary of state-approved paper backup system available at the polling place in case of electronic roster failure.
