Appropriates $8,500,000 from bond proceeds to the commissioner of employment and economic development for a grant to the St. Paul Port Authority to design, construct, furnish, and equip improvements to the Minnesota Museum of American Art in the historic Pioneer Endicott Building.

Project includes galleries, education facilities, art storage, skyway access, museum loading, and other capital improvements necessary for museum and education facility operations.

St. Paul Port Authority may operate the museum and enter into lease or management agreements for program operation, subject to Minnesota Statutes section 16A.695.

Appropriation becomes available only upon commissioner determination that at least $8,500,000 in nonstate funds have been raised and sufficient funds exist to complete the overall project.

Authorizes the commissioner of management and budget to sell and issue up to $8,500,000 in state bonds according to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.
