Appropriates $1,500,000 in fiscal year 2017 from the general fund to the commissioner of employment and economic development for grants to Minnesota initiative foundations, available until June 30, 2019.

Requires grant funds be distributed in equal amounts to each initiative foundation.

Mandates foundations facilitate planning processes for rural communities to develop community solution action plans that sustain and increase quality child care supply to support economic development.

Requires foundations to engage the private sector in investing local resources and ensure child care is integrated into regional economic development planning.

Directs foundations to provide small business development resources, training, and technical assistance to rural child care business owners through learning cohorts and recruit child care programs to participate in Parent Aware quality rating system with low-cost training and enhanced coaching.
