Prohibits the Pollution Control Agency and other state departments from studying, developing, establishing, or submitting any plan to the federal Environmental Protection Agency regarding the federal Clean Power Plan for Existing Power Plants unless the plan is approved by state law.

Applies to the proposed rule published in the Federal Register on June 18, 2014 (EPA Docket No. EPA-HQ-OAR-2013-0602) and any final rule issued in that docket or related federal orders.

Repeals Minnesota Statutes 2015 Supplement, section 216H.077, which previously required the commissioners of commerce and the Pollution Control Agency to jointly submit a draft plan to legislative committees by March 15, 2016 for review and comment.

Takes effect the day following final enactment.
