Prohibits persons from knowingly euthanizing or authorizing euthanasia of dogs, cats, or other animals using carbon monoxide, carbon dioxide, or other nonanesthetic gas in animal shelters, humane societies, animal control facilities, and animal pounds.

Applies to both private and public animal facilities.

Violation of the prohibition constitutes a misdemeanor offense.

Effective August 1, 2016, and applies to crimes committed on or after that date.
