Extends the Minnesota Organic Advisory Task Force expiration date from June 30, 2016 to June 30, 2018.

Requires the commissioner of agriculture to consult the task force and report biennially (by November 15 of years ending in 0 or 5) to legislative committees on organic agriculture status, including acreage, production, sales data, and policy recommendations.

Task force consists of 14 members including three organic farmers, two processors, one wholesaler, one retailer, one certifier, one consumer representative, two university representatives, one nonprofit representative, two public members, and one USDA representative, serving three-year terms.

Mandates the commissioner consult the task force and recommend to the legislature by February 1, 2017 on how to expand organic agricultural production and processing, including consideration of dedicated organic agriculture zones.

Authorizes the commissioner to receive and spend state and federal funds for grants, education, marketing, research partnerships, and certification assistance for organic producers and processors.
