Commissioner of transportation must develop and adopt best practices for transportation project evaluation and selection by October 2017, after consulting with Federal Highway Administration, metropolitan planning organizations, regional development commissions, local governments, and transportation stakeholders.

Best practices must include descriptions of selection processes with ranking criteria and weights, identification of all relevant criteria from Minnesota or federal law, public identification of selected and non-selected candidate projects, and involvement of area transportation partnerships in scoring and ranking.

Commissioner must publicize best practices and updates on the department's website and through other effective means, and may update the practices as appropriate.

Commissioner shall submit a report to legislature chairs and ranking minority members by March 1, 2017, detailing adopted best practices and how they will improve consistency, objectivity, and transparency of the selection process, including input from the public and consulted organizations.

This section becomes effective the day following final enactment.
