Appropriates $26,200,000 to the commissioner of administration for Capitol Complex security upgrades based on the 2014 Minnesota State Capitol Complex Physical Security Study.

Allocates $7,700,000 from the general fund for security upgrades to Andersen, Freeman, Retirement Systems, and Transportation buildings, including bollards, blast protection, screen walls, door access controls, and emergency call stations.

Allocates $18,500,000 from bond proceeds for security upgrades to Administration, Centennial, Judicial, Ag/Health Lab, Minnesota History Center, Power Plant and Shops, Stassen, State Office, and Veterans Service buildings.

Authorizes the commissioner of management and budget to sell and issue up to $18,500,000 in state bonds to fund the bond proceeds appropriation.

Becomes effective the day following final enactment.
