Amends Minnesota Statutes section 256B.056, subdivision 1a, to clarify the household size methodology for pregnant women receiving medical assistance.

Requires the commissioner to count the pregnant woman plus the number of children she is expected to deliver when determining family size for MA eligibility purposes, as required under Code of Federal Regulations, title 42, part 435.603.

Specifies that this household size methodology means an unborn child shall be considered a human being for purposes of developing, administering, and interpreting state law and policy.

Applies the modified adjusted gross income methodology for determining eligibility for pregnant women, children, infants, and adults without children under the Affordable Care Act.

Requires a five percent deduction from modified adjusted gross income equivalent to the federal poverty guidelines for individuals using this income methodology.
