Establishes the "Achievement and Integration for Minnesota" program to pursue racial and economic integration, increase academic achievement, and reduce disparities in Minnesota public schools.

Defines "eligible district" in statute as a racially isolated independent, common, or special school district and any adjoining independent, common, or special school district.

Defines "racially identifiable school within a district" as a school where protected student enrollment exceeds the district average by more than 20 percentage points for applicable grade levels.

Clarifies that the commissioner of education must not adopt or enforce rules that expand or conflict with the statutory definition of "eligible district."

Repeals Minnesota Rules part 3535.0110, subparts 6, 7, and 8, which previously contained regulatory definitions of racially identifiable schools, racially isolated districts, and school exclusions.
