Appropriates $6,000,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Winnebago for utility improvements in the northwest area.

Grant funds designated for predesign, design, engineering, and reconstruction of the drinking water distribution system and sanitary and storm sewer collection systems.

Appropriation becomes available only after the commissioner of management and budget confirms that nonstate funding commitments have been secured to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $6,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI sections 4 to 7.

Becomes effective the day following final enactment.
