Appropriates $289,915 from bond proceeds to the commissioner of employment and economic development for a grant to the city of Jackson for phase I of Memorial Park redevelopment.

Phase I redevelopment includes trails, landscaping, a canoe launch, and other amenities.

Appropriation is conditional on the city of Jackson committing at least an equal amount ($289,915) from nonstate sources to the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $289,915 to provide the appropriated funds.

Becomes effective the day following final enactment.
