Modifies boathouse lease terms at Soudan Underground Mine State Park for lands conveyed by United States Steel Corporation to Minnesota in 1965.

Allows the commissioner of natural resources to issue lifetime leases to current leaseholders upon expiration, with lease terms capped at one-third of average market rates for comparable private leases.

Permits one-time transfer of leases only to persons within the third degree of kindred or first cousin, with transfer price agreed upon by both parties.

Limits each lease to a maximum of two legally-aged persons and requires all lease payments be credited to the general fund.

Requires the commissioner to issue written receipts for lease payments and prohibits lease cancellation except for noncompliance with lease agreements.
