Extends the five-year deadline for activities in the Riverfront Tax Increment Financing District in Northfield, Minnesota to July 12, 2019 instead of the standard five years from certification date under Minnesota Statutes section 469.1763, subdivision 3

Allows the City of Northfield to be considered in compliance with state TIF requirements if activities are undertaken prior to July 12, 2019

Becomes effective the day after the Northfield city governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3
