Increases county payments from 10 percent to 20 percent of the state share of taxes generated from Indian gaming casino activities on reservations with tax agreements.

Increases county payments from 5 percent to 10 percent of excise taxes collected by the state from activities on reservations without tax agreements as of June 30, 2003.

Requires payments to be divided equally among multiple counties if a tribe operates casinos in more than one county.

Maintains the February 28 deadline for commissioners to make annual payments to counties for the preceding year's taxes collected.

Effective for taxes collected beginning in calendar year 2016.
