Increases the county tax-base equalization aid factor from $185 to $190 per capita of county population, effective for aids payable in 2017 and thereafter.

Changes the percentage used in the equalization aid calculation from 9.45 percent to 9 percent of a county's net tax capacity.

Increases total tax-base equalization aid appropriation from $104,909,575 to $137,641,510 for 2017 and subsequent years, with a reduction to $108,526,935 beginning in 2025.

Establishes an annual inflation adjustment to the per capita amount beginning in 2018, based on the ratio of statewide net tax capacity per capita in the current year to the 2016 assessment year.

Eliminates the county transition aid provision that allowed counties to continue receiving aid amounts from 2007 by repealing Minnesota Statutes 2014, section 477A.0124, subdivision 5.
