SF 3253 Summary

• Commissioner of Human Services shall increase ICF/DD operating payment rates by 5 percent effective July 1, 2016, consisting of 3 percent workforce compensation, 1 percent quality improvement, and 1 percent person-centered services components.

• Facilities must use 90 percent of the workforce compensation component increase for direct employee compensation costs, excluding central office and management contract employees, with specific wage and benefit requirements defined.

• Home and community-based services providers receiving the same 5 percent rate increase must similarly allocate 90 percent of the workforce compensation component to direct employee compensation and implement quality improvement and community integration projects.

• Facilities and providers must post distribution plans showing how rate increases will be distributed to employees within 6 months and provide employee complaint procedures; facilities with union employees must obtain union acceptance of distribution plans.

• Repeals previous ICF/DD rate increase provisions from Minnesota Statutes 2014, section 256B.5012, subdivisions 4, 5, 6, 7, 8, 9, 10, 11, and 14.
