School board vacancies must be filled by board appointment, with a special election held only if the vacancy occurs at least 21 days before the filing deadline for the next general election AND more than two years remain in the unexpired term.

When a school board vacancy results from removal of a board member, a special election must be held if more than one year remains on the unexpired term.

Registered voters can petition to recall school board members for malfeasance, nonfeasance, or failure to conform to school board adopted policy, requiring signatures from at least 25 percent of voters in the preceding election for that office.

Recall election petitions are filed with the school board election clerk, reviewed by the county auditor (or filing official), submitted to the chief justice, and if sufficient, assigned to a special master for a public hearing.

A removed school board member cannot hold the same office for the remainder of the term, and removal elections are special elections conducted under chapter 205A provisions.
