Adds hiring bonuses or additional compensation for effective teachers working in hard-to-fill positions, schools serving low-income students, geographically isolated schools, or state-eligible targeted program schools as an allowable use of basic skills/compensatory revenue.

Expands compensatory revenue allocation flexibility by allowing school boards to reallocate any or all (previously up to 50 percent) of compensatory revenue according to a board-adopted plan, including to students in any grade and prekindergarten programs.

Changes school site decision-making teams' role from mandatory to discretionary recommendation regarding compensatory education revenue use to the school board.

Effective dates: fiscal year 2017 and later for revenue use modifications and allocation flexibility; July 1, 2016 for decision-making team recommendation changes.
