$1,000,000 appropriated from the general fund in fiscal year 2017 to the commissioner of employment and economic development for grants to eligible organizations.

Eligible organizations are Hmong 18 Clan Council, Hmong Chamber of Commerce, and Hmong American Vanguard Power Allegiance for Justice to provide business development services to Hmong, Karen, Laotian, Thai, and Vietnamese community business owners.

Grant funds may support technical assistance, business administration and management education, recruitment and outreach, and training in skilled trades, small business start-up, and business finance.

Appropriation is a onetime grant available until June 30, 2019.

Up to an unspecified percent of grants may be used for administrative costs and staff hiring by award recipients.
