Amends Minnesota Statutes section 222.37 to add wireless communications service providers to entities permitted to use public roads for constructing and maintaining telecommunications infrastructure.

Creates new section 237.90 establishing a framework for deployment of small wireless facilities, defined as wireless equipment with antennas in enclosures no larger than 6 cubic feet and associated equipment not exceeding 28 cubic feet in volume.

Requires authorities to classify small wireless facilities as permitted uses in public rights-of-way and non-residential properties, prohibits prohibiting or charging fees for collocation, and limits permit processing fees to $500 total.

Allows authorities to impose reasonable licensing standards and building/encroachment permits provided they apply generally to all right-of-way users; prohibits moratoriums on filing, processing, or issuing permits for small wireless facility deployment.

Sets collocation rates on authority utility poles using the Federal Communications Commission Telecommunications Pole Attachment formula and limits annual collocation rates on authority structures to $500 or the lesser of comparable commercial rates or projected authority costs.
