Amends Minnesota Statutes section 245.4889 to add two new eligible services for mental health grants: early childhood mental health consultation and multigenerational mental health treatment and services.

Appropriates $1,000,000 in fiscal year 2017 for early childhood mental health consultation grants to be distributed proportionately among current grantees based on regions served.

Defines mental health consultation to include staff training by mental health professionals, on-site consultation to staff serving high-risk and low-income families, and referrals to clinical services for parents and children.

Appropriates $500,000 in fiscal year 2017 for children's mental health grants to develop provider capacity in delivering evidence-based multigenerational treatments for parents with serious mental illness and to evaluate intervention effectiveness.

Both appropriations are added to the base budget and include the $500,000 children's mental health grant as an ongoing appropriation.
