Prohibits the State Board of Equalization from issuing orders requiring property classification changes to or from agricultural classifications.

Preserves the Board's authority to issue equalization orders for other purposes to ensure local and county boards comply with state equalization objectives.

Allows supplemental orders to amend, supersede, or correct prior orders within 60 days of the original order.

Permits the Board to issue orders to local or county boards within ten business days of receiving meeting minutes explaining necessary equalization actions.

Effective for assessment year 2016 and thereafter.
