Creates new adult basic education aid for innovative programs through three eligible organizations: International Education Center, American Indian Opportunities Industrialization Center, and Minnesota Office of Communication Service for the Deaf, with funding distributed based on student enrollment ratios.

Allocates $400,000 total annually for the innovative programs, distributed proportionally among the three organizations based on their respective student populations from the previous fiscal year.

Increases state total adult basic education aid from $44,419,000 in fiscal year 2011 to $51,144,000 in fiscal year 2017.

Sets aside $400,000 of the state total adult basic education aid specifically for additional adult basic education services under the new program section.

Increases the 2017 adult basic education aid appropriation from $45,666,000 to $46,026,000 for fiscal year 2017, with provisions effective for state aid payments beginning fiscal year 2017.
