Appropriates $1,000,000 from the bond proceeds fund to the commissioner of transportation for extending the Northstar commuter rail line from Big Lake to the St. Cloud area.

Funds shall be used for environmental analysis, design, engineering, negotiations with the Burlington Northern Santa Fe Railway, and acquisition of real property or property interests.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,000,000 to provide the appropriated funds.

Bond issuance shall comply with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
