Establishes a voluntary certification program administered by the Pollution Control Agency allowing commercial salt applicators to become "water-friendly applicators" by completing training in best management practices that minimize salt use while maintaining safe surfaces.

Defines "commercial applicator" as individuals who apply or supervise salt application for hire, excluding government employees, and defines "salt" to include sodium chloride, calcium chloride, magnesium chloride, and other chloride-containing substances.

Provides liability protection for certified applicators and property owners who adopt best management practices when snow or ice hazards result from implementation of those practices, except in cases of gross negligence or reckless disregard.

Requires certified applicators and property owners claiming liability protection to maintain written records for three years documenting maintenance practices, de-icing materials used, application rates, treatment dates, and weather conditions.

Authorizes the commissioner to charge fees to recover program costs, post best management practices on the agency website, develop renewal requirements, and revoke or decline renewal of certifications for violations.
