Removes the time limitation for filing indictments or complaints for violations of Minnesota criminal sexual conduct statutes (sections 609.342, 609.343, 609.344, 609.345, and 609.3451), allowing prosecution at any time after the offense is committed.

Maintains existing time limitations for other crimes, including a nine-year limit for sexual conduct cases involving victims under 18 years old (or three years after reporting to law enforcement, whichever is later).

Allows prosecution at any time for sexual conduct offenses involving victims under 18 if physical evidence capable of DNA testing is collected and preserved.

Applies the changes retroactively to crimes committed on or after August 1, 2016.
