The Commissioner of Revenue shall make compensatory payments to individuals who did not receive federal form 1095-A from MNsure by February 1, 2016.

Compensation is $10 per calendar day from February 2, 2016, until the earlier of April 19, 2016, or the date the form was issued.

If MNsure failed to issue the form by April 18, 2016, compensation increases to $50 per calendar day from April 19, 2016, until issuance.

Individuals who participated in MNsure during calendar year 2015 must apply for compensation by December 31, 2016.

An unspecified amount is appropriated from the general fund to the Commissioner of Revenue in fiscal year 2017, with costs to be offset by transfers from the MNsure special revenue fund account.
