Establishes a commercial use permit system for drones weighing up to 55 pounds, requiring owners to pay an annual $25 fee, provide proof of sales tax payment, identify operators, and maintain insurance coverage.

Requires drone operators to be at least 17 years old, possess a valid driver's license, and pass a written knowledge test developed by the commissioner that complies with state and federal regulations.

Exempts drones weighing up to 55 pounds from aircraft taxes and fees, and deposits permit fee proceeds into the state airports fund; effective January 1, 2017.
