Prohibits health care providers from knowingly interfering with patients', providers', or authorized persons' ability to access, exchange, or use electronic health records through restrictive technologies or business practices.

Prohibits health care providers from using certified electronic health record systems to steer patient referrals to affiliated providers or to prevent/restrict referrals to non-affiliated providers.

Requires electronic health records be readily available to other providers for patient care, accessible to patients upon request, and made available to other providers as directed by patients or their authorized representatives.

Establishes attorney general enforcement authority to bring civil actions with fines up to $5,000 per occurrence of information blocking.

Creates private right of action for patients, providers, or injured parties to recover actual damages, statutory damages equal to the civil fine amount, punitive damages if appropriate, and court costs with attorney fees.

Effective July 1, 2016.
